[yaga] Yaga snapshot 20030417 available

Yaga snapshot 20030417 introduces quite a bit of new functionality, as
well as a few improvements over existing functionality.

As usual, most of the development was done with a somewhat hackish
version, parse.pl.

Highlights:

o "Send spies" command added.
o "Next turn minimal unload all" command added.
o In a planet hint, the largest fleet is shown even if the planet is
  unidentified (this information is deduced from the battles).
o various mouse-tracking operations can be cncelled via "Esc".
o Load command now works also for CAP and MAT.
o Added a survey table of battles.
o Lots of bugfixes and minor changes and additions to functionality.
